I tried to get one from CA but tesla won't sell if you don't register in CA. There are HW4 and deeply discounted. Check with the local store for rules. You can search current inventory in waitingfortesla dot com

Heard from Tesla store rep that after August 9th all MYLR from Austin and Fremont will have HW4 and Matrix headlights. Haven't confirmed from any Austin buyer. I am waiting for my VIN.
