The PCS remove/install procedure is ~2.5 hours. And a bunch of that work would overlap a full pack replacement. So even at ~$200/hour for labor it would be cheaper to move your old PCS than to buy a new one as part of the pack.

It seems that Tesla is now making different variants of the LR Model 3 and Y. One with the LG pack that doesn't qualify for the tax credit and one with the Panasonic pack that does. So you get a worse car if you don't qualify for the tax credit unless you pick one from inventory.
