As mentioned before, I would get this message not only at the start of my drive, but it would cut out almost every time during my drive. This update seems to have resolved the issue for me (fingers crossed)!

No I am fortunate to be able to have had the update, and I guess the fix came a little before it was rolled out to all HW2 cars. It was just frustrating to not even have basic cruise control for 2 weeks, considering I have a 1 hour commute. I have 17.3.2. Hopefully the fix is already out there!

No, when you accelerate above 35 mph, it alerts you that you have exceeded autosteers speed and to take over the wheel. You then have to re-engage autosteer once you drop back below 35 mph. You can, however, always override the TACC with the accelerator which I often do when changing lanes...

I received the update last night. I have since driven almost 100 miles, mostly highway, the second 50 miles during the day. There is still no functionality, just the cameras calibrating error. I dont even have cruise control since TACC was included in the update!
