Probably a PMI (pad mounted interrupter). Most but not all utilities install them upstream of the transformer. It seems the backlog on transformers has eased up but now a lot of sites are waiting for these switches.

That's where I take mine for alignments, brakes, and suspension. They do a really good job.

Model Y and X wheels are not interchangeable since they have different bolt patterns. Also, the Model X and Y tire diameter and load rating needs are both different. You won’t be able to have a spare to safely work with both.

A single 3325 kVA transformer is in the works there. That's good for up to 40 V3s. The other pad is for the utility pad mounted interrupters.

They can do 9 or 10 cabinets per transformer based on the 4000 A switchgear that is the biggest Tesla is currently using. 9 cabinets (up to 36 stalls) leave some cushion on equipment capacity but 10 cabinets (up to 40 stalls) will max out the equipment but will still work.

It probably won’t work since the S and Y have a different bolt pattern. Also the overall diameter and load rating are probably different on each of those. I have a Modern Spare for both my wife’s MYLR and my MSP: they aren’t interchangeable as far as I know, even with a spacer.

It’s really both. Upgrading small overhead conductor such as 6AWG Cu to 2 ACSR or bigger is usually done for reliability reasons as the small conductor can easily burn during faults. Larger conductor can take a lot more fault current and is less likely to burn up and cause a wire down situation...
