Perhaps the moderator will once again see what every comment has indicated, that Winnipeg is in the Permit stage and not Construction (simply because there is a piece of equipment with the word Tesla on it and no activity should not qualify the site as such)

Regardless Until construction starts the status should be revised to Permit.
