Not even close. (Childress TX was a couple of days according to supercharge.info. Channelview was so fast they didn't get the permit or construction dates listed before it was open)

supercharge.info (you have to find the date of the construction, and then the open date. e.g. Austin started construction 4/14/17 and was opened 11/30/17).

Cool conspiracy theory. But it doesn't hold water no matter how often it's repeated (and this one's been repeated --and debunked-- a lot). There have been a half-dozen or more superchargers in Texas that have popped up suddenly (channelview, flatonia, childress, italy, ozona, texarkana...

(that was somewhat random). 8 superchargers have opened elsewhere in Texas since Austin was permitted.
