the key fob communicates with the BCM. There is a unique security code stenciled on the BCM circuit board. Tesla is probably right regarding the Key Fob as being unique to the specific security code

I believe the BCM was causing the problems you mentioned. I read somewhere that Tesla put out a service bulletin where they started conformal coating of the BCM. The BCM in the P70 was not conformal coated and if it was likely cause of the 12 volt function failing, It likely would have continued...
