I've driven on full regen & one-pedal driving and am being heavily dinged. I don't even touch the brake pedal. I feel that is a flaw in the algorithm . I feel Full regen should be encouraged, not penalized.

Is there a way to reach Tesla to suggest changes to their safety score algorithm?

That is exactly what I am referring to as the "flaw". I'd say that using regen / one pedal driving is an indication of a driver's (well above average) safety consciousness and should be rewarded, not penalized. So, just like hard braking/ close following while in NOA is does not ding you...

My car is set to max-regen & one-pedal driving and I don't brake (manually) at all. And yet, I'm being dinged for hard braking. That seems like a major flaw in the safety score algorithm. They should consider hard-braking only when the driver brakes manually..
