OK to use adapter to connect a Level 2 EVSE w/ NEMA 14-50 plug to NEMA 14-30 outlet?

Import Tesla Roadster from the US to Canada
Currently, Tesla is not listed on the Registrar of Imported Vehicles list of vehicles admissible to Canada. Does anyone know how one obtains a "No Objection" letter from Transport Canada, which would allow a vehicle not on the list to be imported ?
