Yep. In CA, if you buy from a private party, unless it's a transfer to a family member, the buyer is required to pay use tax (Buying or Selling a Vehicle Changing Vehicle Ownership and FAQ - Use Tax on Purchases of Vehicles, Vessels, Aircraft - Board of Equalization).

WA state is the same way: Sales tax and use tax rate on motor vehicles | Washington Department of Revenue.
