You can have them shipped to any service center, but only YOU can pick them up from there according to the information in the award. You can verify this information in the learn more link in the lootbox app for the wheel award.

I just posted a thread on this to try to warn people (both buyers and sellers), as this could turn ugly very quickly if people pay for these then find out they cant pick them up.
