from easy to "hard":
1) toggle switch to automatically turn the tails lights on with the headlights (head lights are required in the EU, tail lights not so much), this toggle switch could be in the drivers profile
2) Use weather reports (METAR, TAF, NOTAM or something else) to augments the decision to turn on the lights in semi-poor visibility like fog and drizzle, where it's poor but apparently not poor enough to auto on the lights (attached link for picture for the type of weather).
