Is there anything suggesting that this might be part of NEVI ? Just curious.

No.

Virginia's Phase 1-A Proposed Awards didn't include Tesla.
(I don't know if Tesla bothered to bid given their existing presence).

Virginia's Phase 1 Nevi Plan was just to focus on Alternative Fuel Corridor gaps. It looks like many of Tesla's current planned or recently opened locations are similar and cover quite a few identified gaps, but my guess is there would have been considerable delay waiting for VA's very slow and limited NEVI approvals. It could also be that Virginia is being stricter in their interpretation of NEVI station requirements than other states. Superchargers don't meet a plain reading of the card reader and voltage requirements, and won't until both V4 dispensers and cabinets are in the wild.
 
And check out the installation costs for VA's NEVI sites. Ouch.
