USB Power decrease after last update (28.3.1)

My Raspberry Pi Zero stopped working after getting 28.3.1 this weekend. It doesn't power on anymore. It works and mounts as a USB drive on my laptop but after 28.3.1 the USB power has changed and it no longer boots up.


Regular USB sticks work for dashcam, but now it will not start....

Does anyone have 28.3.1 and a raspberry pi (teslausb cam)
