Just verified that's not the reason. Opened the app, waited for it to show "parked" and turned the climate on. Turned on right away. but when I tried to turn it off, it took three tries in a row before it took.

Yes, regen is routinely reduced in our Model 3 LR when it's very cold (here in Minnesota that's 19 months of the year). I actually don't mind that too much as I'm not a huge fan of regen braking on on the highway when it's icy out.
