When I picked up my 2018 yesterday, they said it had the tow package installed from the factory, they confirmed it by providing me the trailer assembly hitch in a nice padded bag. I guess factory X's are getting them installed prior to delivery.

I agree with trm2, this is common for cars that come out of the factory. The way I understand it is the paint and clear coat are baked at high temps causing the paint to shrink and you get orange peel. The reason why I like it is 3rd party paint shops cannot do this since the car is fully equip...
