Yes I'm trying for SGIP but was planning on claiming only 80% of the 30% ITC credit (24% total credit) so that I could charge 20% from grid at night and the rest from solar. But since I'm forced to charge from solar only I'll be planning on claiming the full 30% ITC.

Based on the wording of the document that "recapture can apply in unvested years if the percentage of renewable energy charging declines," then that implies that the ITC credit can be claimed fully early on.

The ITC credit will be vested out over a period of 5 years. So you get to claim 1/5th of the 30% ITC each year you qualify for the charge from renewable requirement. After 5 years, you can charge however you like, i.e. 100% from grid.
