I am guessing that the commissioning team would have been part of the global function that was just eliminated. That doesn’t mean Tesla can’t find employees to do it…but I’d guess whoever will be doing it (if it’s done) will be new in that role.

You can’t eliminate the hardware required for a function and then declare when that function no longer works it’s a software problem. The root of this problem is that the correct hardware was eliminated.

Every tech company (including my own which laid off 10% just a few months ago including 5 pretty good friends) is laying off 1000s of employees. I experimented with tethering and then spent $99 to renew for the year. I just plunked down 10s of thousands of dollars for the car another $99 isn’t even a rounding error.
