Once you buy the warranty you do need to have annual service performed during the extended warranty period. However, you don't need to have the annual service performed during the manufacturer warranty period in order to be able to buy the extended warranty.

I think you need to be the original owner to buy the extended warranty. It can however transfer to a new buyer if you sell the car or you can get a pro-rated rebate at any time.

Those are the two sites but the big concern is that Newport is no longer on the official Tesla map. Supercharge.info tells us what we already know - there is a big site that looks ready to go but is stuck for some reason and Tesla has removed it. Hopefully just an error.
