I think you are right. It certainly looks like empty transformer and switchgear pads on the left side of the first picture.

I always make a point to go inside to buy at least a drink at the Kum and Go when I'm at that Supercharger in Monument.

I'm not sure if Oklahoma is anti-Tesla or if Tesla is anti-Oklahoma but there definitely seems to be a lack of superchargers in the state.
