    If you are only changing mentioned flags, there is no cryptografic restrictions. Most likely you locked gtw and need to unlock it. I had same. Unlocking is as easy as changing wheels ;-)

    Yes, I wakup vehicle this year. In Jan'20 I connected to internet (repaired car itself and replaced sim etc) while it was last time visible on Tesla servers back in 2017 (verified with Tesla). Meantime it lost all updates, including migration to 18.26 and 20.4.
