Same thing happened to me. It took a while to sort it out, but it's a legit VIN, lots of other posts out there with the same. My insurance (USAA) had to force the VIN through, their systems couldn't make sense of it either.

Everything I've read about the tax credit (both the senate and house versions) have the tax credit eligible retroactively to earlier in 2021 (May, if memory serves.) I could be mistaken, but worth looking into if the tax credit is a major concern.
