You can add the single plate designation to a normal license plate anytime. You have to pay the extra fee ($75) and put a sticker in your front window.

After further review, I think you're right, atleast on the 1k for Model 3. The 2k for X and S is still removable.

You can get the delivery fee waived by picking up the car at a location in California. I did that with both my X and S. Nick
