Really? Here in Atlanta (Georgia Power) the off off peak (11 PM thru 7 AM) is just pennies per KW year round. In moving my electric use to the off off peak my electric bill in dollars has gone down even though my KW usage has gone up. It's a win win for the power company and for the consumer.
