Looks like we're making progress. Tomorrow, March 1st, HB 2653 is "scheduled for public hearing and executive session in the Senate Committee on Transportation at 8:30 AM in anticipation of other legislative action."

Looks like HB 2653 finally passed the House this evening by an 86-12 margin. No idea if/when the Senate will take it up.
