would internal reflective shutters work at all or would that just trap the heat on the inside of the window anyway?

A premise of Passive House is to keep the heat out in Summer (so typically the South facing side has roof-overhang, so that when sun is high in sky, in Summer, the windows are in shade, and in Winter the lower sun shines straight in, and brings its warmth with it).

But overhang no use on East / West as the summer sun is low in the sky morning / evening.

Also bad news if you have a bay window on the South side (as we do ...) and a range of other things e.g. roof-glass - which is horrific for Summer-heating and Winter-cooling. Passive House attempts to keep inside glass surface no more than 4C colder than room ambient, a differential any bigger than that will cause the cold air "to fall", and create a convection current in the room, which then creates a draught which makes you feel cold and reach for the thermostat ... vicious circle at that point ... but pretty much how most UK housing stock behaves :(

Roof Glass very hard to shade, and blinking heavy for triple, or even quadruple, glazed, and air-tightness less easy to achieve.
