The Tesla roof rack will perform the best (least drag) without any fairing. And the same will be true if you put a top box up there.

In other words, it doesn't need a fairing due to the super aerodynamic shape of the crossbars.

No, it would make it worse because it increases the frontal area without doing anything positive for the airflow. It would just shoot an even stronger blast of air at the bikes. It's better to let some of the air flow along the roofline in a more laminar pattern which will reduce the high and low pressures at the front and rear of the vehicle.
