My guess is that it's merger of the Tesla and Boring Company technologies.

Cyborg dragon = Neuralink doing some animal testing

It's the only thing that makes sense and it is unavoidable.

    Animal testing? OMG!
    Please, leave the animals alone.
I hope this was in jest.
Anyway, hard to find dragons to test on these days.

    100% serious.
Ofc it's not a dragon, it's a dragonfly or other thing with the term "dragon" in its name or that looks like a dragon.
Neuralink is building cyborgs (you take something alive and add some artificial bits) and they can't go straight to testing on humans.
There would be upsides for animals too, from better prosthetics and mitigation of diseases that impact the nervous system, to enhancing their abilities. How about a talking dolphin, that would open a very interesting can of worms and would likely lead to animals gaining more rights.

Likely something tiny at first, tiny brain so easier to interact with it and few people that care about that species.
The Komodo dragon is a vulnerable species so it would be a terrible marketing stunt.
