Electrician with experience installing DCC energy mgmt system

Just got a quote from one electrician for $3200-$3800 not including the service upgrade cost from BCHydro of $1380 plus tax for 200amp service. House is pretty close to being maxed out on 100amp.

I might be able to safely run another 30amp but want to know the incremental cost to install a DCC-12 or 10. Unit alone is $995 but I'm having trouble finding and electrician familiar with it in the Surrey, BC area. Either that or the city of Surrey doesn't like homes using that device.

Anyone know an electrician who can help? Thanks
