Why is autopilot not driving on the left or right side to make z’n emergency lane on highways between the last and the before last lane when the speed is dropping down below 30km/u or somerhing?
In Europe is this obliged.

In Europe is this obliged.

Because Autopilot is a driver assist. It is only designed to do certain tasks like lane keeping and maintaining safe distance from car in front. That's it. It is not programmed to do what you are asking.
