Help with wheel well

How do I remove this plastic nut on the bolts in my rear well?

I am turning it, but it is just spinning and not getting any looser

Trying to install mud flaps that use that bolt as a secure point

Easy. They are not real nuts...just push-on and pry-off fasteners.
Just use 2 small flat blade screwdrivers each under opposite sides. Pry up and get your fingers under it and just work it up and off. They just push back on.
If you get adventurous and remove the rear linersView attachment 498999 View attachment 498999 you can rustproof the wheel wells.
