Yes. They are like the other occupations that receive below minimum wage because they are expected to be tipped (along with waiters/waitress, pizza delivery, etc). I usually tip $2 or $3 dollars, unless they take a long time or start talking to other people, then it can go down.
Depends on the state. Also, an employee in a tipped job must be paid the Federal Minimum wage, with the employer making up the difference if they come under. So, you could find that all your tip is doing is saving the employer some money, unless the employee doesn't declare the tips.
