Solar Wiring into Main Panel

Tomorrow is finally the day of my city inspection. 3 weeks after install since Tesla made some changes and had to update the plans and resubmit them for approval. I just looked at the main panel and realized that the 40 amp breaker they added (bottom left) isn’t connected to anything. Is that correct?

No, there’s no labeling on the panel for that breaker. Wondering if it’s even needed since there’s a separate main switch off.

Looks like they did a Line side tap instead of a breaker connection. Not sure why, but as long as the 40A spare is labeled spare, or it is removed and the hole in the deadfront plugged it should be fine.

Thanks. I think I’ll just label it as spare. Wouldn’t want inspection to fail because of this.
