Why do some superchargers give you the price throughout the day and some don't?

In my app some superchargers have a price scale that tells you the price per kw depending on the time. Some don't. Does that mean its a set price throughout the day and doesn't fluctuate? I included 2 examples

yes and that is probably what commercial businesses are charged 24/7
