I looked in the owner's manual and could not find it. Anyone have an idea?

Note: The first image shows the location where if you got on the ground and looked underneath, you would see the latch. The second image is the latch itself.

A friend of mine noticed a black latch was open underneath the rear of the model 3. Basically underneath the bumper or so. I didn't know what it was. Not sure how it got open. I closed it. I suppose that was the right thing to do. ¯\_(ツ)_/¯ What is it? :-) Images attached. Thanks!

If I recall correctly, there was a way in the Model S and X to reduce the number of amps that are being drawn when charging? Is there a way to do that for the Model 3 as well? Thanks.
