I don't think it's exclusive FSD. I suspect it's progress towards single stack with FSD in shadow mode here.

I've been keeping an eye on TeslaFi, I haven't seen any rollout to Aus model 3s since the aborted 2020.12.5 rollout a couple of weeks ago. I'm also still on 2002.8.3.

Yep, my M3 started downloading 12.5 on Saturday but then aborted, so I'm stuck on 8.3 - it seems like they pulled the release from Aus. Looking at the Aus breakdown of 12.5 on teslafi most were installed on Saturday. 2 on Sunday, 1 on Monday and none since then. Hopefully there'll be another...

Although according to TeslaFi, so far 2019.36.2.2 has only been rolled out (3 in Aus, 1 in Taiwan) to those few which already had 2019.36.2.1...
