I'm still a little confused. The listing on Tesla.com says "Full Self Driving Capable" Does that mean for no additional cost I will have all of the current functionality of the Full Self Driving or does it mean that the hardware is in place and that I need to pay for the $10k upgrade?

Yes, but the "turn it off" if it was active and you have to pay to activate it. Used Teslas come with FSD "Capable" configuration.
