Looks like 2021.40 also has some more cold weather improvements, specifically related to pre-warming the car before departure and how it uses defrosters or not.

Yup, as per what @Booner_k said, it's all about supply and demand, along with rebates. There is no incentive for Tesla with limited resources to sell the cheaper version, as popular as it may be.
