Yup. The only caveat is if Toolbox prevents you from entering a value that is too far above some expected range as a sanity check.

It can't. The only way to lower the car without lowering links is to do a ride height calibration with Toolbox 3 and LIE about height of the 4 measurement reference points. So if you want to lower the car by an inch, you have to add an inch to the measured height of each reference location.
