The neutral goes on the bottom? We tested with a volt meter. Don’t have an amp meter, wasn’t aware that those are readily available other than the somewhat cumbersome clamp type.

Yeah, but I really don’t think that’s it. When I plug in it starts drawing one amp, then 6 then 13. It ramps up to 16 within a minute or so and then it just stops, even after 2 hours it’s still at 16 amps.
