Not sure how to reboot Tesla. iPhone has been rebooted. Yes, the app is always running in the background.

I should add that in the app, Security & Drivers, the Phone Key is "on."

Not likely the issue - I have mine set to auto and the FSD worked the day before and the day after. I suspect it may have been the Tesla network in some way. Used FSD, Cruise & autopilot too many times. But thanks for the suggestion.
