From what I've found out from Tesla, they've ran out of Tier (stage) 2 allocation already even though there is Tier 2 funds available. Installers only have a certain percentage of the incentive pot that they can take. So I was told if you want to apply, it'll be Tier 3 now at 0.35 cents / kWH.
