They are marketed on cost because most people simply don't care about the environment, their health, or other things that are essentially invisible issues. It's not that cost is the whole cake, it's that it is made to look like the whole cake to conceal all the carrots hidden within.

I presume the environment isn't a factor either? I think a lot of people want an EV to help air pollution issues too. There's a lot of associated health costs (personally and wider) that could be factored in here as well.
