1 day later on 2019.8.4 and I'm (thankfully) still running flawless with no reverse camera delay.

I am seeing the exact opposite - had 8.4 pushed while it was at the SC today. Got home and shifted into reverse with no noticeable camera delay. Maybe you need a forced reset after the update? I'm guessing Tesla does something like that while working on the car.

Happy to report that 2019.8.4 does fix the reverse camera delay glitch.

Car is at SC today (having LTE modem looked at due to contionuous vehicle connection errors) and just got push alert that my vehicle was updated to 2019.8.4 530d1d3. Peak speed boost is nice, but really hoping this fixes the rear camera glitch / delay when shifting in reverse.

Yes, but with rear camera and passenger-side mirror tilting you could still achieve that. Regardless, would still love to see this as a feature, especially when the previous recommendation or existing UI / drive profile save process could easily allow for it.
