You can check the Vista CA planning applications here. Community Development Resources | City of Vista, CA But I don't see any for a Supercharger station, only Tesla home chargers or powerwalls.

It would greatly help in searching this section if the locations were alphabetized. I would suggest something like this - state followed by town/city: CA - Los Gatos MO - St louis etc.
