Powerwall works without an internet connection as it has it's own 4G LTE connection via the gateway. If my house internet were to fail for example, both the Powerwall and my inverters will still work. However, it needs to be "Regularly" connected to the internet for warranty purposes.

Here’s a screenshot of my Tesla app. Only A single Powerwall is on the account. I just deleted, then reinstalled from the App Store and there it was.

Totally up to your friend, but IMO it might be way more effort to ship it to Europe and install than getting a new one (if he/she owns the house and can sell it) I wouldn’t take the risk of shipping it.

check the certification codes for your inverters. Not sure about Cali, but in Aus, you can do a quick google search of the certification number to double check with it's ability to respond to freq changes
