Only if if the brake system is already designed from the factory to reach the absolute maximum stopping power the tires are capable of as fast as possible. Which I doubt it is. But no matter. You can theorize all you want and share your internet links. I prefer to rely on my years of experience...

My wipers suck. They hardly ever work with light rain and even when they finally wipe, they're too slow. They do wipe when I drive into a tunnel, whether the glass is wet or not.

The rubbery surface of plastidip gets girty easily, it peels and the removal of the stuff is a nightmare compared to what is advertised. I'd recommend paint instead.
