Just wanted to post a thread to help anyone who has the same issue as I did. I have a 2015 Model S with a bare solid roof. My Tesla did not come with fixed points. I wanted to install racks and looked around everywhere on how to install fixed points. I went to Tesla and they wouldn't do it, I looked on youtube and nothing as well and I called a few shops asking and they all said it can't be done. I found a place in Costa Mesa, CA called Rack-nLoad. They had done it before so I had them do it. I already had my Thule racks from my last car and didn't want to buy new racks so I just needed the fixed points. They did an outstanding job and took my paddle board out finally today. So, if you need it go there or maybe you can have a local shop give them a call. They charged &125 a hole but that included the special foot pads and attachments. Came out looking just like it was out of the factory.
