How difficult would shipping be to Vancouver? Is it substantially more to cross the boarder?

For tire/rim products. Duty of 20-30% plus taxes. Ends up adding up to be quite a bit!

All MS rims regardless of size fit on Tesla MS, the bolt pattern and offset doesn't change. These are staggered so you'll want to run 245/35/21 in front and 265/35/21 in the rear. From the pictures, it doesn't look like it comes with TPMS. You can go aftermarket TPMS from somewhere like Americas Tire Company or direct from Tesla. You can transfer your existing TPMS from you rims to these if you like, which would be an option as well.
