I know you were joking but to be clear the rust is not actually coming from the wheels. it's not uncommon for the hubs on cars to rust because they are made of steel and the brakes are cast iron all of which rust. it's a little unusually for it to happen this quickly but that's what happens when you buy a car designed in a desert, built in a desert for people who live in a desert.

Well, I would take them off, clean them up, coat them in grease ... put the covers back on.

and how exactly does one properly clean up rust like this? Any tips?
